Is it normal for my Herman tortoise to always try to climb over his outside house and always is it normal for him to always sleep?

Definitely not.
Is his enclosure big enough? Comfortable enough? Warm enough? Humid enough? Please post pics of your tort and his enclosure. Read the "Beginners Mistakes" Thread, and care sheets. And give your tort daily soaks in warm water.

I think that tortoise in the picture is a Russian, not a Hermanns.
Are you saying that when he's outside he climbs over his house? And when he's outside he sleeps a lot? Because the answer for the indoor enclosure in the picture will be quite different from the answer for outdoors.
