We are currently having a power cut, and may have to wait 3-4 hours for the power to come back on. How long can my redfoot tort go without heat?

How old is he? Smaller torts lose heat more quickly that bigger torts. Are you all electric or do you have gas in your home as well?
I don't actually know but you could try to keep his temps from dropping too much by using a hot water bottle wrapped in a towel or similar (if you have some other means of heating water that is) or by using the hand warmers etc - that places like Poundland sell - I would put them in socks to avoid direct contact with the tort.
@Yvonne G @ZEROPILOT will know more.

Hi. It’s all been fixed now and he seems okay. He’s only around 10 months. We are all electric unfortunately.
i think we will have to stock up on hand warmers incase it happens again

Buy a generator. Keep it ready to go and have extra fuel on hand with fuel preservative added.
