Is it just me, or does it look like the tortoise in your picture has sand on it. If so this could mean that you have sand in your enclosure. Everyone agrees that sand used alone is bad. Some agree that sand used even is mixtures are bad. It irritates the eyes. And if ingested in good quantities may cause impaction. But I could be wrong. What substrate are u using?

Yea just make sure there is air flow, which I believe there is. And also can the tortoise see out of the glass? He might be hiding all day because every time he comes out he sees a gigantic person staring at him it stresses torts out

Hello, and a very warm welcome to Tortoise Forum to you and to your beautiful Russian tortoise.
Please read the links that Tom gave you carefully.
What is your substrate, exactly ?
Your humidity?
Your four key temperatures, warm side, cool side, basking spot and night time?
And Russians are very active tortoises.
He may be shy now, he is in a new environment where he doesn't know if he's in someone else's spot or if there are predators about, or even if you are going to eat him.
Give him time and he will get used to the place and to you and become more secure and active.
Then you will need a bigger set up, i'm afraid.
4' by 8' is about the minimum for a Russian.
Good luck with your reading and ask if you have any questions, there's usually somebody about who's happy to answer.
