So I bought the REALLY expensive bulb, the 100watt mercury vapor... Do I need a basking light as well, or does this cover it?

It covers it. Your bulb gives off light, UVB and heat.

Only your thermometers can answer this question. Every enclosure is different.

Generally speaking, I prefer to reduce heat loss, rather than increase heat input with larger wattage, or more bulbs. Electric heat bulbs tend to have a very desiccating effect and will contribute to pyramiding. The more you have and the hotter they are, the greater the effect.

A closed chamber, or a covered top, helps reduce heat loss and allows for lower wattage bulbs to maintain adequate heat indoors.
