Need help with substrate

Without knowing what's in the 'brown mulch' you couldn't tell of its safe or not. If your unsure I'd personally avoid.

Cypress mulch is quite popular, so is coco coir and fir/orchid bark.

Is brown mulch good for my Russian Tortoise?haven’t really looked into substrates for the little guy

If your russian tortoise is housed outside, you can just use the dirt that's in his yard. No need to add substrate. This time of year is perfectly fine for Russians to be outside 24/7.

How old is your tort?
If you can post some pics of his enclosure you'll get helpful feedback to make sure you have everything he needs.
