Is brown mulch good for my Russian Tortoise?haven’t really looked into substrates for the little guy

Without knowing what's in the 'brown mulch' you couldn't tell of its safe or not. If your unsure I'd personally avoid.

Typically “brown mulch” is cedar mulch that has dyes in it. Cedar mulch should not be used for substrate.

If your russian tortoise is housed outside, you can just use the dirt that's in his yard. No need to add substrate. This time of year is perfectly fine for Russians to be outside 24/7.
