My tortoise is not eating after antibot and is only sleeping

My tortoise is about 1 years old in Saturday one of my tortoise passed away I had two I was worried after one has passed so I took the other one to the vet he told me that it may have RI so he took a antibiotic injection after that for two days he didn't eat and only buries himself self and sleeps all day (I live at UAE and its 40c outside I keep him outdoor)

Babies should be housed inside in a closed chamber with controlled temps.
What signs were there that he had an RI?
One likely reason for the death is if they were housed together. Tortoises should never be housed together!
40 is high if there is no way for the tortoise to get out of it.
What species do you have?

In addition to what Wellington said, what antibiotic was the tortoise injected with?

What species and size tortoise are we talking about?

First you need a lot bigger enclosure. A 3x6 foot and will need bigger as it grows.
Get a pop up green house like in the pic. Add a tarp for the floor.

Do I get uv and ub bulb
The greenhouse is for indoors.
If you can get him outside about 3-4 times a week for an hour of natural sun, you don't need a uvb light.
You will need a incandescent flood bulb for basking that reaches temps of 95-100
If temps go below 70 at night, then you may need a ceramic heat emitter for night heat.

Thank you but do you know why it's sleeping so much I returned from school and it's still sleeping

What are the temps in there? He is likely too cold or fo hot. Is there enough light in the room, to replicate that its day time?
Dampen the substrate and pat it down tight

I keep him outside the temps are at 38c

He should be able to get deep shade with cooler temps at about 24 C, and the hot spots shouldn't consistently reach over 40 C. If the temps you are listing are correct he is probably too hot. You should offer him a cooler spot ASAP so he can regulate his body temperature correctly. Also you should have thermometers on the tortoise shell level to make sure the temps are correct. Also, the temps at night shouldn't drop under 16 C.
