Sometimes the males will mount the other males to establish a pecking order (so to speak.) Is the first time they have been together?

Those both look like 3-toes to me, and what you are seeing is a dominance thing. If it keeps up you will probably have to either move them to a bigger habitat, outside, separate them, or find a new home for one of them.

Yeah two three toeds, and the enclosures probably not big enough to keep two males, especially if ones aggressive or dominant. Most people don't really realize how much box turtles need as far as space, for being so smaller they seem to need the most room

I thought the 1 under was a Eastern box turtle?

How sure are you that they are both males. The top one is for sure. Could you post done additional pics of the bottom one?

The bottom is a 3toed, at least it looks to be. Post more pics and we will be able to tell for sure.

Because the one on the bottom has mated with the other Eastern box turtle. I will post additional pictures soon.

I would separate them, or re home one. Or make a bigger enclosure. It would probably be easier to seperste them

That is usually a sign of dominance. I had that happen to my boxies once even though they were both males. I just separated them because I didn't have any females at the time.

2.2 box turtles
2.3 redfoot tortoises
0.1 sulcata tortoise's
1.1 Russian tortoises
0.0.1 common snapping turtle
1.1.2 sugar gliders
2.0 dogs
0.2 kittens
0.0.6 redfoot tortoise eggs

I've had females mount others on a rare occasion . It's either a young really dull colored male or a female. I highly suspect female, but I guess you never know

I had a male ornate years ago who would mate with a turtle sculpture I had. Then he moved on to rocks, logs, anything. He would mount it, and move his head a lot, but never did the complete flip back or penis-flaring.
I also have a big 3toed female who mounts other turtles, regardless of sex.
I feel kinda weird sharing all this! LOL

The bottom turtle's tail looks really male to me, and I think his plastron is convex, not concave like a female's.

But, it's dang hard to tell sometimes and they get awfully creative sometimes.
