My year old tort has this marking on his shell, can anybody tell me if it’s normal?

My year old tort has this marking on his shell, can anybody tell me if it’s normal?

It looks pretty normal to me. It appears to be a small extra vertebral scute with new growth around its borders from what I can see in your photo.
