I know there are a few exporters of Asian torts and reptiles etc. on rfuk, and they also will have other torts from the rest of the world, might be worth giving them a message and seeing if they could bring in other species while they're exporting.

RFUK= Reptile Forums United Kingdom
It's pretty much the largest reptile forum over here, and although the tortoise section isn't as good as it was a while back, it is still useful. If you search through some of the threads you will find there are a few people who do the occasional shipment from south east Asia so as I said since they import other torts as well might be worth seeing whether they good take a tort you want with them when they do the shipment to England. Either way, I expect it won't be cheap, 3 figure sums in $ or £. There will also no doubt be specialist reptile planes that would carry them, but that would be even more expensive I suspect.

This might be worth looking at as well:
Guidelines for the Importation of Live Pet Animals to the Philippines
FOR EXOTIC ANIMALS

2. Arrange schedule with AHD for inspection of the quarantine site.
3. A CITES certification issued by the Parks and Wildlife Bureau shall be presented.
4. Issuance and inspection fees are 40 pesos and 10 to 50 pesos per head (depending on the size of the animal), respectively.
5. A valid health certificate from the country of origin shall be presented upon arrival.

The permit is good for 2 months. Extension for another month may be requested before the permit's expiry date.

Yes, an Export will cost anywhere from $600-$1000 depending on what is involved. However, getting an Export Permit is going to be the problem. You would need someone with an Import License, and a Broker that can clear the shipment.

Not something you really want to step into unless you know what you are doing....
