I'm trying to replicate a North American grassland soil with play sand, what else could I add to this to help it keep better hold?

What type of tortoise do you have. Sand is not recommended for any of the torts. It is an impaction risk which can cause your tort to die. Also, known to cause eye problems.

H. nasicus and/or H. platirhinos, both are hognose snakes in which safety issues involving ingestion are figured out.
