His shell can not rot from basking too much, it rots from a bacteria or being too moist. I would suggest elevating the bulb to a normal level to make the basking spot 90-100 degrees F. And allow him to bask whenever he wants to. And a temperature gun is usually infrared, and when you aim it at something it tells you the temperature.
