Lighting Emergency.

I have went through so many lights. I have so many bulbs its not funny. I am told so many different things when it comes to a baby sulcata. I need to know what lights I need. Right now my tort has a t8 uvb strip and a mvb on during day which I am trading out the mvb for a 65 watt flood bulb since I heard mvb is bad with pyramiding. Then I have a ceramic heat bulb that comes on when it gets below 85. Should I get the t5? All my lights sit about 13 inches or so above enclosure. I also mist it at night and have a fogger on during day. I was also told fogger are bad. Why? And I have foil on top of enclosure to help with heat and humidity staying in. My temp gun still shows my basking area gets to 115 at times and I have to open lid to release some. Just need some help. Want him to be comfortable.

It's too hot under the basking lamp. All over day and night temperature should be 82 and basking between 95-100 and no higher. @Tom
