Is this shell rot?

I think the white areas are shell rot, but I just wanted a second opinion. I've had a big problem with the humidity in Bullet's enclosure. I can't seem to get it over 40%. I have a big water dish near the heat lamp and a plastic cover on top. The substrate is cypress mulch and every gets misted a couple times a day. Any suggestions?

It does indeed appear to be shell rot. Scrubbing it and placing an anti fungal ointment on it will rid of it. The enclosure is it open to the ambient air? If so I'd try placing a lid or some foil or something to seal in the humidity and heat too.

Ok. We have a plastic cover over the top of the enclosure.

What kind of enclosure is it and substrate that your using?

It is a 6' l x 2.5' w x 1.5' d poly stock tank with cypress mulch.
