Can come body please tell me what this is. He doesn't seem sick. He's still active like crazy but his belly is extremely soft like paper would be more firm. And the spots as well. Can someone please tell me what I should do.

Yes, it's not horrible bad though. You should be able to treat it easily. Good luck! :)

Looks like the spot where the egg sack was hasn't closed all the way. Babies are usually a little soft, just pliable. Is it more soft then that? Is it more squishy? Make sure he is not on wet substrate, keep temps a little warmer then normal. Others will be able to help further.

Those lighter colored spots on the platron look like the start of shell rot. Maybe you need to dry out your substrate a bit. It can be moist underneath, buy it should be dry on top.

Thats not shell-rot. Its shell fungus. Similair, but different. Shell-rot is cause for major worry...Shell fungus is easily treated.
Go to the pharmacy and get a bottle of betadine or povidone iodine and athlete's foot cream (the active ingredient of the foot cream MUST be clotramazole). Dilute 1 part iodine to 7 parts water. Give the whole shell a good scrub with that.
Afterwards, dry off the shell thoroughly and apply the athletes foot cream to the infected areas. Put the tortoise in a clean plastic container with no substrate. I do this all at night before lights out, and leave them in the container in their enclosure until morning, then scrub it off. It is MUCH more effective if you leave it sitting on the shell for several hours, and less stressful on the tortoises if it is done at night, when it is sleeping :).
The iodine scrub should only be done once, but the foot cream should be used nightly for one week. By then it should be completely cleared up :).
