I don't believe so.
Its most common in tropical tortoises.

Alright, then I agree with @ZEROPILOT . This is most definitely more common in tropical tortoises, and the white lines you are seeing are hard water lines. Like on your shower glass. It’s most likely from the water you soak him in, and the water in his dish. Nothing to worry about, it will not harm him.

Your species does not get shell rot. Tortoises do not shed their scutes. I see a normal plastron in the picture, and nothing unusual.
