Is this safe for sealing a melamine enclosure? Torts will live in this structure.

It is fine, but I would suggest a liner - pond, shower curtain, tub- for keeping the moisture of the substrate from getting to the melamine since it is so sensitive to moisture.

Yes. This one is safe and inert once it cures. Its even safe for salt water aquariums.
