I agree, I would look for something else. Even the "color enhancement" could end up all over your tortoise. And on its food also.

Hard wood mulch or cypress mulch is what I use outdoors.

Hmm, I don't know how shopping in Canada differs from the US, but around here more substrates come into our home improvement stores this time of year since they fully stock the nursery/yard care/gardening section. I had paid $16 (yowch!) at a Petsmart for a small bag of sphagnum moss a couple months ago. Walked a couple blocks to a Home Depot and they brought in seasonal items so I found the same size bag (organic, too!) for $4 a piece! Since it is seasonal here, I will be buying up a bunch before the season ends!
