Is this normal?

It is normal for my russian tortoise to have white creases in the eye? Im assuming it’s like the eye socket. As tank moves his eye you can see white. Or should his entire eye be black when he moves it? I’m not sure if the bottom corner of his eye is supposed to be completely black or if it’s healthy/ fine.

p.s his face is wet from applying repti eye drops in his eye.

It looks like his sclera - normally we don't really see tortoise sclera but maybe it can be seen occasionally? (I am not an expert, so let's wait for their answers too).
