Is it a Tortoise or a Turtle?

Due to the Monsoon season here in Arizona, a little lost pet has ended up in our yard! We have flyers around to see if anybody has lost it. In the meantime, I am not sure if it is a tortoise or a turtle. If I post pictures, is there anybody who can identify it? Thanks in advance!
