Hello my name is Hunter and I've just bought my first tortoise. I bought a russian. He seems to be doing well. I am having issues with my humidity. I can't increase it past 30. Someone give me ways to increase humidity. I currently am using the Zoo med wooden terrarium.

Hello and welcome.

Those enclosures are far too small for anything other than a baby, and they is no way to maintain heat and humidity in an open topped enclosure.

A grown russian tortoise doesn't need humidity. But he DOES need a lot of space to wander and exercise.
