If the tortoise doesn't use it, you could take it out.

Keep the tortoise well hydrated to keep the pyramiding to a minimum.

He has his fogger plus my spraying and soaking of the soil. I usually go fogger on one day then off a day that sound ok.

Mine stopped using his too at about 15 months, he is now 18 mo. I just took it out yesterday. His humid hide was a whole tote box, with another small hide box inside. What I did now, is make three hides and keep all of them sprayed/misted. One has Timothy hay in it, two with coir. One is a box, one is the half log and the other is a piece of drift wood that makes the hide not entirely enclosed on the top. He uses all of them.

My guy wants nothing to do with fog or wet anymore.
He avoids it use to sit in it. So weird how they change.

Yep, kinda sucks. Makes it harder when like me, trying to stop pyramiding and grow new growth. Tatum used to stay in his humid box almost all the time. Except to eat, that was in the dry box. Now I am spraying and I still use the humidifier, but it doesn't keep the enclosure as humid as it is now more open then before. I just spray every thing in his enclosure. It's not as wet as before, but he kinda can't get out of it but one corner. I spray about twice a day. Most days he is outside. Having a couple cold days right now:(. Hopefully back outside next week:)
