So, my Russian tortoise is 1 years old and I've been feeding him romaine, kale, and cucumbers. but I'm worried that I'm over feeding him, how much should I feed him. Also how much reptivite do I put on the greens and how many times each day?

You are not over feeding him you are not properly feeding him.
They need broadleaf weeds. Kale and romaine should be a small part of a varied diet. Cucumber is only good if added hydration is needed.
You need to feed a much better diet.
Feed every day a pile that is at least the size of him. If he eats it all, give him more
If he has a proper sized enclosure, they won't get fat because they have the room they need to roam.
Seeing the diet is nott good, tell us the rest of his care. Housing size, temps, humidity, substrate and type of lights and heat used.

You've gotten all the usual incorrect care advice. That is entirely the wrong bedding, wrong UV lamp, and the enclosure is way too small.

We will help if you let us. Start here and look for the temperate species care sheet near the bottom.

Its a good thing you found us. Your tortoise might not have survived otherwise.
