Hibernaculum for my Russian

I bought a fridge for my Russian tortoise, Chili, and have a bluetooth thermometer/hygrometer inside it.

I put a few mason jars filled with water and a 6-pack of bottled water in the fridge to provide some additional thermal mass to try and control temperature swings.

After 24 hours at the lowest setting the fridge is cycling stably between 36.5° and 38.5°... is that too cold?

I'd go just a little higher. In my experience 39 is just right for Russians. Your temps are okay, but I'd be sacred of an unexpected dip getting just a little too low. A couple few degrees higher will give you a little more margin for error.

38-42 is my comfort range, with 40 leaving me most comfortable. A 36 with fluctuation would not be okay for my peace of mind.
