Squirt would hate having competition. One of them would be bullied and the results would be dire. If they live in separate habitats, that's not having a friend; but they don't have friends.

Next time be straight and just say you've caught the bug and really want another but can't afford one & would be happy to adopt.

Tortoises neither want nor need a "friend." Tortoises are solitary and territorial. Squirt would fight, trying to chase a new tortoise out of his territory.

If you have the space to set up a completely different enclosure, and if you have outside space to section off the yard for two territories, get another tortoise. But don't put it in with Squirt.

It's not unusual for people to assume that tortoises have the same feelings/wants and needs as humans.
It's good that you find out before you have some fighting pets.
