Just my opinion, my Mudflap is 18 months old, I got her in Dec. 2015. I've never allowed her to hibernate although I do let her sleep as much as she wants.
She's healthy and quite the charmer. Since I live in Colorado, all my Torts still live inside but I take them outside for a bit of Sun, exercise and grazing whenever the weather permits.
If you're interested in Hermanns I think they're awesome. I got all my little torts at Arizona Tortoise Compound (ATC) and they've always been great to me.
