I need help on size of male hermann underground burrow size for Stu. We live in DFW Texas and wanted to let him live outside year round. Is that safe? How deep do I make end area?

What you've got there is enough for now. You'll have to bury it all and put a thermometer down there to see if it works. If not, you can add more dirt on top. They aren't a burrowing species, so you'll have to make sure the tortoise figures out how to use it, and is willing to go in it.
