That looks like part of the egg sack that's still attached. How old is the tortoise and how are you keeping it?

I just got him today from an online store. He's in a tortoise house with coconut fiber. I noticed after I soaked him this evening. I'm very new to all this. All I've had before are aquatic turtles. I've done my research but this is something I haven't seen.

It's normal. The breeder sold him a little early is all.
I've got two hatching right now and you can see the yolk sac still under the shell.
It's very interesting.
