Hello!

What tortoise specie do you have and what age?

Generally:
1. No, tortoises sleep in the dark. No lights. Only the heater to keep steady temperatures, if needed.
2. For baby tortoises - everyday bathing. For adults - once a week (more often won't hurt, though).

Also you can give a read to this post: https://tortoiseforum.org/threads/info-for-new-people-please-read-this-first.202363/
It's the most extensive, up to date and correct info for the beginners.

Hatchlings daily. Adults don't really need once a week. They should always have a low sided clay saucer water dish available, large enough they can get into. Once a month soaking for adults is enough, more is always better.
