Flat Plastron

The plastron of my 2 year old sulcata and 4 inches in length is somewhat flat.Does it mean that it is a female?Or it's too early to tell?

Too early to tell by the flatness, but look at the anal scutes. A wide "v" is usually male where more of a "u" shape is usually female. This is subjective and not 100% reliable, but usually its a good clue. I've used this method on dozens of hatchlings and, as far as I know, I haven't been wrong yet. Here's some pics:
