Fir bark for star tortoise (6 mths old)

Is fit bark chippings ok for 6 months old star tortoise? Does it hold moisture? I spray the substrate twice daily. And it is starting to be soft.

If I change to coconut fiber, will it become dusty and bugs will grow?

Orchid bark is my #1 choice for substrate, and orchid bark is made from fir. But its clean of pesticides and herbicides, for growing orchids. If your fir bark is clean, I think it is fine.
