And at this time, I would say female if I had to guess the sex.
Yes. The bone is growing beneath. The scutes are somewhat attached/stationary at their areola. So when the bone grows it pulls the scutes apart. This stimulates the productions of new keratin to fill in the seam. As Zovick said, you can see the eplithelial layer beneath which has good blood flow through it. The keratin takes a while to "catch up" and fill in the gap, then it thickens to match the thickness of the rest of the scute. You usually can't tell until they are around 14" or more. Sometimes the fast growers take even longer to show. If you post some pix of the head and face, sometimes it is possible to say whether a tortoise's head and face appear to be more masculine or more feminine.
Head shot is not overly definitive at this time, though I think it may be tending toward a feminine "look". I have no idea why the scales are getting darker.
