Not bad. For a Russian? Can you get some humidity in there? At least 40-50% would be nice. No coil bulbs are being used right?

Good start. A few plants would make it a bit more interesting for your tort and give him some cover to make him feel more secure.
Spider plants are a popular choice but see www.thetortoisetable.org.uk for other tort safe ideas.
If shop bought, re pot in fertiliser free soil and allow time for any chemicals used as feed or sprays to grow out. Many bury the plants still in pots or trays so they can be swapped easily when needed.
Also a terracotta plant saucer sunk level with the soil would be a safer choice for water, as the steepsides of the one you have could make the tort flip and drown.

That looks good Stephanie :). Only comment is those analogue / dial thermometers and hygrometers are not accurate, you would be much better off getting a digital one. You can get some that have both combined, I would guess under $20 but I don't live in the US so can't confirm the price. I get mine off eBay in the UK but amazon have them too. I compared one to an analogue one previously and the amount the dial one was out was really scary.
