Does this bark look OK?

I am going to get a captive bred tortoise, probably a greek or a russian baby and am trying to get the materials together for the tortoise tub. I got this bag of bark at Lowe's improvement wearhouse and used it for gardening cover. Do you think its safe to use mixed with ground coconut bark as a substrate?
