Do tortoises need hay/bedding in their barns?

I am thinking about buying a stanfield mat to heat my tortoises house. I currently have a whole bunch of hay in there for him to bury himself in. Do tortoises NEED hay to bury in? Or is it safer to just have the pad without bedding?

They don't need it and you are not supposed to use it with the heat mats.
