Do these look like sulcata tortoises?

I have recently adopted these two tortises. They are supposedly 3 yrs old and they only weigh 2.5 lbs a piece and are 8 inches long. She said they were sulcata tortoises but I'm not 100% sure.

Even though they are bigger than hatchling size, they will benefit from being treated like hatchlings because they've had a pretty dry start in life.
