There are a couple reasons why they should never meet.
First, they will want to kill each other. Neither one wants another tortoise in his territory, and will fight to the death to get rid of the intruder. Very stressful for both of them.
Second, each species of tortoise carries its own pathogens, parasites, bacteria, etc. The other tortoise may not have any immunity to these pathogens, and could get very sick.
And finally, even though your tortoises are not yet sexually mature, if one is male and one female...well, that brings another whole set of problems.
