Yes you can cool down your basking area by moving your lamp further away, try moving it in 1 inch increments and measure several times after you let the temperature adjust. As for your tort being lethargic, I don't think a warm basking area would make him lethargic, if he was to warm, he would just move away from the basking area. Make sure you have a gradient of temperature change from under the basking light to the other side of his enclosure so your tort can warm up or cool down if he wants to.

tell us what your temps are. Also, how many hours a day the lights are one.
Is your tort still eating? What are you feeding?

IMO 47C is way to hot... What is the wattage of your bulb and what kind of bulb do you have?

How close do you have the bulb ? if it's a 100 wattsolar glo it should be no closer than 12 " move it up alittle then recheck your temps

Wow 47 is way to high, 35 at the most, and down to 27 celcuis at night,
If he hasn't got anywhere to get away from the heat it could make him lethargic as he will lose liquids, which dehydratates him, then he becomes lethargic.
Get the temps right and bathe him,
First rule of reptiles,
If it ain't eating it is almost always the husbandry that is at fault, once that is put
right and he is still lethargic or not eating then you look at a health issue..

now i have the temps correct , i have bathed daily he is eating fine but still retreating to his cooler hide away, i have to move him under his light otherwise he will not wake . Do you think its more than likely a health related issue?
