When I check out CHEs online there seems to be several different volt options. How many volts would it take to heat an outdoor 3x5 12 inch deep enclosure? I plan to put some plexiglas over the hardware cloth top. Do they have thermostats?

There are a lot of excellent thermostats out there and you get what you pay for. I really want a Spider Robotics Herpstat, they are top of the line and made specifically for keeping herps.

These are what I currently use hooked up to 100-watt CHE's:

They aren't top of the line and you can't set desired temp, it's just a spin-wheel that you have to adjust to achieve a desired temperature.
If you hook up a 100 or 150 watt CHE to one of these thermostats, it should do pretty well for you.

I also realized that I wrote volts but meant watts.

There are some inexpensive ones on the net, LLLREPTILE has some. That you can set the temp.
