Ceramic Heat Emitter?

Do this roughly give out the same heat as a light bulb, so if I was trading a 60 watt blue incandescent I would get a 60 watt CHE?

Same energy, but the energy is more focused in one direction. Less "omni direction" heat loss! Also there are no measurable energy losses to light! So to answer your question, less losses and a smaller focal point create more heat with the same energy used!
