Hello!

Maybe someone knows if Capparis spinosa (caper bush, flinter's rose) is safe and what parts are edible (leaves, flowers, fruit)?

If I'm right it's safe for humans and widely used as food so tortoise should have no problems with it.

Generally, yes if something is safe for humans should be safe for tortoises. Even though caperberries are 'fruit' the nutrition info I saw was comparable to some greens, so all the parts (leaves, flowers, fruit) that humans eat could probably be used for variety.
