Can't figure this out?

I have two of my tortoises in the same size enclosures, lighting and uvb the same,same room.... identical set up. both russians. I am finding one enclosure stays too damp and the other is perfect. I am using the same substrate, same amt. substrate is coir on the bottom, then mulch/small bark on top. I just don't know why one would stay more damp than the other, and it packs the coir down to much

Is it an open top set up? Is one I more natural sunlight? Or in the path of ac/heat vents? Are the light wattages the same? If the cage is enclosed do they both have the same ventilation?

Large tanks, glass tops with area for uvb and a che each. They are side by side

Have you tested the temps of the Che's to make sure they are putting out the same heat? And your sure the vents are same size located in he same place?
