Hello! I am soon to be a first time tortoise owner, I am either getting a Dalmatian Hermann or a Russian. I live in Montana so my tortoise will be inside with the exception of our hot summer days here and there. I was going to buy the Rep Cal supplement with D3 from tortoise supply, is this the best option? How many times do I dust on top of his food? Any info would be great! Thank you!

Any reptile calcium supplement is fine. If you have adequate lighting no D3 is required. You can still use the Rep-Cal if you want but I believe it is unnecessary. The frequency you dust his food varies on many factors.
-His diet
-His age
-Depending on if he has a disease (MBD)
-If he is actually a she that just laid eggs

If you answer these questions, we might be able to help you more
