Burrow flooding - Russian Tortoise

One of close friends recently purchased a RT. They provided a burrow, but with some of the recent monsoon rains here in So. Nevada the burrow keeps flooding. Does anyone have any ideas of how to keep the burrow from flooding?

They also have a sand box, and since the burrow has been flooding their RT has been attempting to dig its own burrow

Well, its important for you to know that wet winters can kill steppe tortoises. If its cold and wet they get sick and die. So it is much better to bring a steppe tortoise inside for the winter than allowing them to overwinter outside.
