Would the enclosure have a top? How would I attach his lights?

You could by a hanger or you could use lids from bins and cut a hole for the lights

I have a 2 bedroom apartment, I got him because I've always adored tortoises and my baby say turtle all the time and lOVES looking at him so the tank I have now is 30 and it fits on my dresser which is great because my daughter can't mess with him. So i would need something that can fit up high probably 4x5 I'd say

Not to mention I can't afford a lot more right now I spent 350 yesterday for him and his stuff

If that's in feet that's pretty good
You can make a open table out of plywood and have em cut it for you it's like 50 cents a cut and you need 1

4x5 piece of plywood and 2 4x1.5

And 2 5x1.5 pieces of plywood

You can easily make a nice open table for him for less than 150

So the top will be completely open how the heck do I measure the temp of his enclosure
