Maybe @Alex and the Redfoot can explain this. It does have to do with the angles if I remember correctly.I am still questioning why i would need a bell shaped basking bulbs shield if the temp at the basking perch is 95 deg without the shield. It appears the true better reptile basking bulbs have what appears to be a shield on the bulb itself.

For reflector bulbs (R/BR/PAR shapes), the dome does not influence the temperature at the basking zone because the bulb itself provides a well-directed beam. However, when viewed from the side, the transparent portion of the bulb is extremely bright. If the lamp is hung low, this bright spot will fall within the tortoise's field of vision unless the bulb is shielded by a dome.I am still questioning why i would need a bell shaped basking bulbs shield if the temp at the basking perch is 95 deg without the shield.
