You have a Greek tortoise, right? Read the care sheet if you haven't already and post some pictures of your set up if you can, that'll help get you some good advice :)

Is she a new tortoise? Can you tell us more about your setup? Temps, humidity and equipment used. Pictures are helpful.

It looks very bare. Some plants in there may help provide her with some ground cover and make her feel safe. Spider plants are good and safe if nibbled. Look at www.thetortoisetable.org.uk for ideas and to find which plants are safe or not.
Also have a look at the Greek caresheet; Beginner MIstakes is also helpful and the Enclosures thread will give you ideas for a happy home for her. If Greeks likes to dig make sure the substrate is deep enough for her.

Not active, more likely stressed. They don't like wide open spaces, especially at that size. Put a lot of cover plants you will see a big difference

I agree with all of the above.
Young Greeks seem to get stressed quite easily so give her time to get used to her enclosure after you've added some plants, a cuttle bone and some areas of interest. She should settle down in a bit.

Quite often when you see a baby tortoise rushing around it's because they are scared and looking for a safe place to hide. Does this tortoise have some hiding places? Is it in a wide open habitat with no plants and decorations.
