baby sulcata tortoise have white pimples

I just got this baby sulcata tortoise last week, today, I found these white pimples on his legs, are those pimples herpesvirus symptoms? I live in Vietnam and there are no vets who specialize in reptiles here

Its most likely Austwikia chelonae.
