The brown fat things are the food that sank and didnt get eaten and the long skinny things are the worms, i think. Also i can't get any pictures of the rest of them but the others are smaller and in a pile.

I understand that in water it's hard to have clean pics.
But for my part at first view that doesn't looks like worm

Looks like poop, how big are your turtle ?
maybe by swimming they make movement in water and that put their poop behind the rock

I'm not expert in aquatic tortoise but at this size (if i did good convertion in cm), it could be their poop.
Wait for other people opinion about it .

I don't know if they are worms or not, hard to tell. However, what ever it is, you need to clean the tank and get a filter working on it. Either in a fish store or on line you should be able to find a tube that will fit your filter. If not, take it to a hardware store and see if they have something that will fit. Turtles can dirty a tank fast.

I have the filter but i'm waiting for my uncle because he will help me set it up and get it working.

Well, they do look like worms. The real question is now, what kind? If they are parasitic, then you've got a problem to fix. I think that I would do a water change, and see if more appear.
