Not from that photo.
And it's the only photo.
We can rule out Russian. Redfoot, Yellowfoot and Sulcata.
I wonder if it's a desert tortoise or another type of Gopherus

Is it possibly a turtle?

It seems to be a Desert Tortoise.

My best guess is pond turtle, but I need to see more. Illegal to have, protected by law.

it was found as a "stray" but its real desert country there. I would think tortoises would be found more routinely wandering around than a water-needing turtle would be.

@EppsDynasty or @Tom probably know the area better than I do tho (Lancaster)

Its shell is real smooth tho!

I let them know via email. Since no one is allowed to have them I doubt they'd give it to CTTC. Best thing would be return it to the closest waterway where it was found. When I was in rescue I had an M.O.U. with Fish and Wildlife and I was allowed to release pond turtles in certain water areas of our foothills.
