Just a update incase anyone else is having a similar problem:
Twigs eyes are still closed however he is more active and this morning he ate!
I increased the temperature and I spoke to someone who runs a tortoise rescue centre who told me he could have had too much UVB?
So I unplugged the UVB strip and its made a huge difference.
Its a 6% bulb which the shop sold me with him said I couldn’t leave with him unless I purchased one.
What % does anyone recommend please?

Hi, i use this exact same uv and i've had no problems at all, mine is set 2ft above tort level as recommended on here, i also use the arcadia 75w floodlight bulb for basking.

It's likely not too much uvb unless you have it too close to the tortoise. How many inches between the bulb and tort?

I told the pet shop I would be putting outside regularly however they said they would not sell him to me without me buying a uvb bulb. Was annoyed as a extra £60!

Yes, I believe a couple of hours a week is sufficent UVB for your tort. More Outside sunshine would not hurt, Just be sure there is shade for your tort to seek refuge when the sun gets too warm. and Supervision too
